Good post. I'll agree that lack of business participation is often a problem, causing IT to have to do things that it really shouldn't for all sorts of reasons (business knowledge, audit, etc.).

However, I have a problem with business driving. I've worked on projects (some of which were case studies in my first book) that were doomed to fail because IT sat back and let LOB managers select technologies and configurations completely devoid of common sense.

At the risk of being really simplistic, it's a partnership, not a dictatorship. Too much of one side is probably a bad thing.

Perhaps, "Render unto Caesar...." is a more apt mantra. Both the business and IT have responsibilities to uphold. Sadly, the battle between IT and business lingers on in many organizations. The business often under estimates the complexity of what they are trying to accomplish. IT often under estimates the business' ability to learn. Of late I have seen more business people “too busy” to participate in projects and IT making it up as they go along.
